January 8: Assistant Secretary Ben Wu spoke at the Consumer Electronics Show in Las Vegas, Nevada, regarding the Office of Technology Policy’s work on electronics recycling. He discussed the TA-sponsored roundtable of stakeholders that took place in September 2004, subsequent comments collected from stakeholders on this issue, and a report that TA/OTP expects to publish in early 2005 reviewing recycling efforts among the states, in other countries and in other industries.

The Technology Administration published a new reference manual entitled “Science and Technology Policy Infrastructure Guidelines and Reference," which it compiled. The document is a resource for those in the international community interested in developing their science and technology (S&T) policy infrastructure and also for those seeking to expedite growth of an entrepreneurial S&T business community. This document focuses on five essential S&T topics (Intellectual Property, Information Technology, U.S. Technology Transfer Laws, Incubators, and Standards & Measurements) and also provides extensive S&T contact listings for government agencies, academic institutions, private sector companies, as well as nongovernmental organizations in North America, the Middle East, Asia, and Europe. TA plans future updates and expansion of the reference guide with additional contact listings as well as to address additional topic areas.

Senior-level U.S. and Indian government officials and distinguished private sector representatives met to discuss challenges to creating the right climate for U.S.-India high tech trade and investment, the factors that influence trade and investment decisions, and the impediments that exist to financing innovation.
