The China Technology Program aims to strengthen and expand the "technology
dialogue" between the United States and China as well as to foster the
development of policies that support U.S.-Chinese technology partnerships.
Working closely with U.S. industry, the Technology Administration engages
with our Chinese counterparts to promote an innovation-friendly business
environment and to facilitate creating new opportunities for technology-based
commercial collaboration.
Under the Protocol Agreement with the Ministry of Science and Technology
(which was renewed in 2002), the Technology Administration sponsors a
host of activities to enhance technology-based relations between our
two countries and across sectors - business, academia and government.
The Technology Administration organizes workshops and information exchanges
- both in China and the United States - to discuss best practices on
a range of technology innovation issues including: technology transfer
and intellectual property rights protection; public-private partnerships
and technology incubators; financing technology innovation and venture
capital development; and the importance to innovators of transparency,
openness and predictability in legal, regulatory and standards regimes.
The Technology Administration holds consultations with Chinese Government
officials, and advocates on behalf of U.S. high-tech industries' interests.
Underscoring the critical role of the private sector in driving technology
commercialization, the Technology Administration often meets with Chinese
counterparts as the head of a delegation comprised of U.S. government
and business representatives.
The Technology Administration also serves as an information resource
by authoring reports and updating U.S. businesses, government policymakers
and the public on policy and technology developments in the China Economic
Region.
